dc.descriptionThe purpose of this integrating project was to analyze the management income, through financial evaluation, to determine the impact on the budget execution of the Decentralized Autonomous Government of the Canton Salcedo, period 2018-2019. In order to solve the dependence on the Central Government income that have generated compliance and therefore neglect in the management of current income. The proposed methodology had a quantitative, descriptive and explanatory approach, information obtained through the technique of interviewing those involved in the budget and observation in the evaluation of the information at the consolidated level of the budget as of December 31, 2018 and 2019, through the reports obtained from the Integrated Financial Administrative Management System of the Association of Municipalities of Ecuador. It was concluded that in the 2018-2019 periods of total current income, current transfer income in 2018 and 2019 amounted to 41% (corresponds to 30% of the General State Budget to be used in permanent expenses). The items for collection of taxes are the following in percentage of income with 24% for tax and 23% for rates and special improvement contributions. It should be noted that the own income, including the current transfer, amounts to 35% of the total of the execution, if this value is excluded, it reaches only 24% and 26 respectively. In relation to financial dependence on transfers received from the General State Budget, own income reaches 35% (2018) and 36% (2019) of total income. Financial autonomy had a low index in relation to total executed income. This affects budget execution, depending mainly on transfers and financing, to complete the income budget and in relation to spending, this makes it difficult to reinvest a greater amount of money in public works for the well-being of the citizens. In addition, in the periods analyzed, it reflected a deficit in 2018 and a surplus in 2019.es_ES
dc.description.abstractEl presente proyecto integrador tuvo como propósito, analizar los ingresos propios de gestión, a través de la evaluación financiera, para la determinación de la incidencia en la ejecución presupuestaria del Gobierno Autónomo Descentralizado del Cantón Salcedo, periodo 2018-2019. Con la finalidad de solventar la dependencia a los ingresos del Gobierno Central, que han generado conformidad y por ende descuido en la gestión de los ingresos corrientes. La metodología planteada, tuvo un enfoque cuantitativo, de tipo descriptivo y explicativo, información obtenida a través de la técnica de la entrevista a los involucrados en el presupuesto y la observación en la evaluación de la información a nivel consolidado del presupuesto al 31 de diciembre del 2018 y 2019, a través de los reportes obtenidos del Sistema Integrado de Gestión Administrativa Financiera de la Asociación de Municipalidades del Ecuador. Se concluyó que en los periodos 2018-2019 del total de ingresos corrientes, los ingresos por transferencia corrientes en el 2018 y 2019 ascienden al 41% (corresponde al 30% del Presupuesto General del Estado para ser utilizados en gastos permanentes). Los rubros por recaudación de los tributos son los que siguen en porcentaje de ingreso con el 24% por impuesto y el 23% las tasas y contribuciones especiales de mejora. Cabe recalcar que los ingresos propios incluida la trasferencia corriente, ascienden al 35% del total de la ejecución, si se excluye este valor, alcanza tan solo, el 24% y 26 respectivamente. En relación a la dependencia financiera a las transferencias recibidas del Presupuesto General del Estado, los ingresos propios alcanzaron el 35% (2018) y 36% (2019) del total de ingresos. La autonomía financiera tuvo un bajo índice en relación al total de ingresos ejecutados. Lo anterior repercute en la ejecución presupuestaria, dependiendo principalmente de las transferencias y del financiamiento, para completar el presupuesto de ingreso y en relación al gasto, esto dificulta reinvertir una mayor cantidad de dinero en obras públicas en bienestar de la ciudadanía. Además, en los periodos analizados, se observó déficit en el 2018 y superávit en el 2019.es_ES
