Resumen : La compensación del servicio ambiental hídrico es un mecanismo para la protección ambiental de los servicios que proveen los páramos, donde las actividades humanas constituyen una constante amenaza. La evapotranspiración potencial se determinó por el método Oudin, mientras que la oferta hídrica total, la oferta hídrica disponible, el costo de oportunidad del páramo y el valor de productividad hídrica se realizó por el método de Barrantes & Vega. En base al análisis de cobertura vegetal para un periodo de 22 años (1990– 2012) se determinó el avance de la frontera agropecuarias en un 24%, con pérdida de 793,14 ha año-1. En el páramo de Cumbijín existe ocho bofedales, la oferta hídrica total fue de 7244,62 m3 año-1, de esta oferta el 25% pierde por evapotranspiración quedando disponibles 5442,39 m3año-1. El valor económico por productividad hídrica total de los bofedales es de $266,57 ha año-1, el valor mensual es de $71,24 ha mes. Esto equivale a un valor de 0,02 m3año-1 promedio. Sin embargo, se debe considerar la gran dinámica de los sistemas productivos que mantienen la comunidad de Cumbijín, siendo la ganadería la actividad económica más rentable de la zona con predios que se encuentran entre los 2 y 6,3 hectáreas mientras que la agricultura sigue manteniéndose como una actividad menos rentable. Los 3564 usuarios de la Junta administradora de agua potable, de las zonas bajas pertenecientes a los barrios Chanchalo, Santo Domingo, Chanchalito, Palama y Elimpucho, son los principales beneficiarios del recurso hídrico e interesados en la conservación del páramo. Por eso se expone la propuesta de recaudación de USD 0,10 ctvs, a la tasa mensual de planilla de agua potable, como estrategia de conservación y protección, mediante incentivos económicos a la comunidad.
Descripción : The compensation of the environmental water service is a mechanism for the environmental protection of the services provided by the paramos, where human activities constitute a constant threat. Potential evapotranspiration was determined by the Oudin method, while the total water supply, the water supply available, the opportunity cost of the paramo and the water productivity value were carried out using the Barrantes & Vega method. Based on the analysis of vegetation cover for a period of 22 years (1990 - 2012), the advance of the agricultural frontier was determined by 24%, with a loss of 793,14 ha year-1. However, the great dynamics of the productive systems maintained by the community of Cumbijín should be considered, with livestock being the most profitable economic activity in the area with farms, there are between 2 and 6,3 hectares, while agriculture continues to be maintained as a less profitable activity. The 3564 users of the Drinking Water Administration Board, from the low areas belonging to the neighborhoods of Chanchalo, Santo Domingo, Chanchalito, Palama and Elimpucho, are the main beneficiaries of the water resource and interested in the conservation of the paramo. That is why the proposal for the collection of USD 0.10 ctvs is exposed to the monthly rate of drinking water, as a conservation and protection strategy, through economic incentives to the community.
