In this context, it is based in the Historical Cultural Conception therefore, Vigotsky considers the learning as a social activity and never an individual training process as the Constructivism supported for this reason, it is the most certain theory to guide it, so that the main aspect for Vigotsky is on studying the training of the cognitive processes analyzing to people in the different social and cultural activities.

These aspects have only been theory, nowadays; it is emphasized in a practice. The main objective is: to elaborate a Strategic Guide based in the Critical Propositive Paradigm, to develop the English basic skills at "9 de Octubre School" in Pujilí. In the continuous improvement searching, it has been carried out a monitoring of the necessities, weaknesses and several inconveniences have been identified; starting from a participative process, there were different factors that impede the systemic development in the English learning as a new language. Therefore this proposal was elaborated in most appropriate way, to respond to challenges and modernity innovation. With this perspective, it is not possible to educate without ideals, principles, goals, without a future clear vision and concrete actions that respond to real students' necessities. Then the matter is to present this proposal like an instrument that makes easy the educational process to benefit the teachers and students directly in English Language domain and to the Cotopaxi Technical University obtaining an academic guarantee for the society,
