    El progreso se ha basado principalmente en el sorprendente desarrollo de las telecomunicaciones y la electrónica, lo que ha generado a un nivel tecnológico muy alto, cuyos efectos y consecuencias se pueden apreciar en algunos comportamientos sociales actuales (uso de beepers, teléfonos celulares, fax público, etc.) la aparición de nuevas teorías y enfoque como la reingeniería, el mejoramiento continuo, excelencia y calidad, creatividad empresarial, entre otros.

    The growth of the population and the emergence of multiple needs such as the execution of sewage works, drinking water, local roads, bridges, etc. This forced its representatives to carry out the necessary procedures to achieve the Canton rank. Valencia was a parish that belonged to the Quevedo Canton, so they depended economically on it. The first step taken by the Parish Council was the nomination of a Pro-Cantonization committee, with Mr. Jorge Troya being elected as President, who began his contacts at the political and governmental level with the purpose of gathering information that would allow the presentation of documentation with the respective Cantonization project. Finally, the National Congress, and Dr. Fabián Alarcón being its President, approved in the 2nd and final debate the creation of the Canton of Valencia on December 13, 1995. The Municipality of Valencia has several computer equipment which is distributed in all its offices. These computers work individually, they are for the exclusive use of each worker, which does not allow sharing resources (files, folders, printers, scanner, fax, etc.), which makes it difficult to obtain information.

    A method can be defined as a procedure, or a set of procedures, that serve as an instrument to achieve the purposes of research. It is also the procedure determined to order the activity that is to be carried out. Hence, in Logic, method is defined as the shortest way to reach the truth. "The method accompanies all knowledge that pretends to go beyond vulgar experience. The method gives knowledge its firmness, its coherence, its validity, it is like its organizing principle and its guarantee. But to achieve these ends, the method has to be analyzed and substantiated."
