To achieve this objective, a series of specific objectives are defined that guided the selection of a structured work methodology for its fulfillment. The research, with a qualitative and descriptive approach, allowed a detailed analysis of the environment of the Human Talent Department, identifying the lack of documentation of procedures as the problem. The study focuses on the subsystems established by the Organic Law of Public Service (LOSEP). To this end, unstructured surveys directed to the servers are used as the main technique for collecting information. These surveys allowed to collect detailed information on the existing operating procedures in the Department. From this information obtained, a manual of procedures is proposed that covers the main subsystems of the Human Talent Department, including Human Talent Planning, Selection and Hiring of Personnel, Training and Capacity Building, and Performance Evaluation. This manual aims to standardize and optimize operating procedures, ensuring continuous improvement in Human Talent management. The main recommendations include the implementation of a Quality Management System (QMS) based on the ISO 9001 standard, as a result of experimental observations by the Human Talent Department employees.
