    This research report is made up of the following sections: Development Tools, Information Analysis, System Analysis and Design. The theoretical basis is developed in Chapter I, where basic aspects such as the definition of software development tools and languages used to prepare this report are studied and discussed. The compilation of information containing the current situation that the Career Secretaries of the Technical University of Cotopaxi are going through, the procedures, documentation, information flows and the levels of access and security that are currently in place, have allowed us to identify the functional characteristics that the system must have and are specified in Chapter II. The planning and specification phase of system requirements and functions, as well as its purpose and scope, are developed in Chapter III. The use case planning phase according to development cycles and the high-level construction or design phases are found in Chapter IV, System Design. And finally there are the conclusions, recommendations, glossary, bibliography and annexes.
