Its objectives were to determine the natural resources by means of flora and fauna catalogs existing in the grassland, to evaluate the current behavior of the landscape and to prepare a proposal for environmental conservation of the area. The proposed methodology for the creation of a catalog of flora and fauna species in the study area, the use of the Bureau of Land Management with its Visual Resource Management (BLM) methodology and the methodology for the implementation of an environmental conservation proposal. Different maps of the area characteristics were prepared by using ARGIS software. The results include an inventory through direct observation and bibliographic review of the different species of flora and fauna in the area. Qualitative values approaches were established through the use of photographs taken from the study area that allowed to give values to the different scales of numerical weighting focused on the determination of the main components such as color, shape, texture, line, dimension with scale and their spatial configuration. As main results the Novillopungo moorlands has a visual quality of 17.17 which is a Medium Quality, an absorption quality with an average of 29.14 classified as Class II landscape, its visual fragility with an average of 22 and Class II and sensitivity of Class 3 sensitivity, it was concluded that the area is delicate. An environmental conservation proposal was made based on four fundamental aspects: cultural, environmental, economic and political, in order to reduce the negative effects caused by bad political decisions with a focus on mitigating the alterations and degradation of the ecosystem, concluding that study area requires the establishment of management activities that ensure the conservation of moorlands and thus maintain an environment free of anthropogenic activities and ecological integrity in the long term.
