Seems not to import no difficulties. Citizenship, little or no educated thereon, is indifferent to the problem of waste, because it believes that it is the municipality which is obliged to give solution. Little or nothing is concerned its environment and native place whose influence multiply rats, flies and other harmful vectors, ending as sources of infection aggravates this sad stamp, street dogs, in search of food devouring spam that users placed in specific locations for collection covers. For those who have studied the problem in search of valid, solutions apart from weaknesses found in the same service for collection and disposal of solid waste, the situation is definitely cultural factors. The municipality with errors and successes, been concerned provide the Department of hygiene and cleanliness of streets, of the instruments and personnel, but apparently all effort is useless, when results are not what you expected. Frequently heard the complaint by the authorities, that the city thanks to sweep that occurs during hours of the morning dawns clean, but after only a few hours, to make appearance in the streets of a dirty city. This is easily provable reality, but apparently there is no valid solutions, while the citizen behavior remains the same. Rightly said that what is needed is citizenship awareness work, and in that sense the authorities, with the support of private institutions, has undertaken in successive seasons, especially using the media and the location of posters inviting to maintain a clean city, but results have been insignificant or effect has been very short-lived. Initiatives that have been successful in other cities have tried to be implemented, as the sorting of household waste, including conferences and talks where is involved districts, institutions, and the education sector, but the problem persists, and in many cases it is worse, what is of concern to authorities which are challenged in its management by these realities. The city of Latacunga, among other reasons, because of the growing urban migration that has experienced in recent years, suffers from deficiencies in proper management of solid waste produced its inhabitants, because the response capacity of the municipality, has been overtaken by the amount of waste generated. Whole institution of public cleanliness, is geared to equally serve the population in their requirements in minimum conditions of quality, continuity, and coverage of services of cleaning and washing, thus, enhancing their welfare conditions. The decision to enhance the operational and managerial expertise of any institution for cleaning, service either by their leaders, or mainly in the community, arises in situations such as: inability to meet the goals of coverage and quality of services for public cleaning and/or inefficiencies in the management, operation and maintenance, aspects which have in common, the timely provision of resources to accomplish its mission and its objectives.
