Whether it's related to the workplace, job roles, responsibilities, or new management, the impact of these changes on employees is often overlooked, along with the negative effects it can have on the organization. This research proposes strategies to reduce resistance to change among the employees of the GAD Municipal of the Latacunga Canton. It adopts a quantitative approach with a non-experimental, cross-sectional design. The study was based on responses from 356 employees of the GAD Municipal of the Latacunga Canton. The technique used was a survey; the instrument was a 17-item questionnaire developed by Oreg (2003), translated and used by Quispe (2018) and Lenti (2023) in Peru. The questionnaire covers four dimensions: routine seeking, emotional reaction, short-term focus, and cognitive rigidity, with a Cronbach's alpha of 0.756. The results revealed that resistance to change prevails in the organization at 89.6%, highlighting employees' experiences with failed change processes, leading to high resistance to change. The routine-seeking dimension prevails in the organization at 92.70%, suggesting that a significant portion of the workforce needs more support to overcome old habits. Using participatory strategies and involving employees in the early stages of the change process are essential for reducing this resistance.
