The proposal focused on improving the interaction of children with visual disabilities with the computer platform of the PAMUNIQ, Municipal Children's Board of Quevedo, in the course of the research, the need to raise the quality of the technological teaching resources they provide was evident. To its students, especially students with visual disabilities, as well as the support of its authorities in the educational institution, on the other hand, the infrastructure is insufficient, which does not meet the demand of both its teachers and its students. In this sense, we recognize that the implementation of the educational computer platform within the process of stimulating the visual perception of these children with a special condition, as a didactic mediator in the educational process for the transformation of the visual perception of each child. Since ICTs have revolutionized changes in the social environment, when used rationally, they are ideal tools to achieve access to education, without leaving aside children with visual disabilities from PAMUNIQ, taking into account that it is a group conditioned by different barriers, resulting in one of the groups that are usually invisible in the investigations about communication and new technologies, allowing that with ICT'S they create a way to overcome the different learning barriers that they face daily, this implies that they can use effectively regardless of their personal limitations or those derived from their context of daily use in the classroom.
