Abstract
En la presente investigación se analizarán las problemáticas a las que están expuestos los medios comunitarios, considerando que son una quimera en la realidad comunicacional actual, sobre todo porque existen factores que hacen que su sostenibilidad a través del tiempo sea imposible, o que no logren mantenerse con los mismos lineamientos con los que fueron creados, y que puedan verse afectados por interés externos al medio. En ese sentido, el principal objetivo es establecer las diferencias que en el plano discursivo definen a TV MICC y a Barricada TV como medios comunitarios, teniendo en cuenta lo que establece la Ley Orgánica de Comunicación (LOC), a través de un análisis histórico de estas experiencias. En cuanto a la estrategia metodológica se consideró un diseño no experimental, con un enfoque cualitativo, y se utilizó la técnica de un grupo de discusión: tuvo la participación de catedráticos de la carrera de Comunicación, de la Universidad Técnica de Cotopaxi (UTC), entrevistas semi estructuradas: fueron realizadas a personas que trabajan en TV MICC y Barricada TV; y una ficha de observación que tuvo como finalidad evaluar y comparar diferentes aspectos organizativos y de contenidos en ambos medios.
Description
In this researching will analyze the problems in the community media, where they are exposed, considering as a chimera in the current communicational reality, especially because, there are factors that make their sustainability impossible, or that they cannot keep up with the same guidelines which they were created, and they may be affected by external interest in the medium. For this reason, the main objective is to establish the differences that in the discursive plane define TV MICC and Barricada TV as community means, taking into account what establishes the Organic Law of Communication (LOC), through a historical analysis of these Experiences. A non-experimental design had been considering with a qualitative approach, and a technique for a discussion group applied. It had the participation of professors to the Communication Career, at Technical University of Cotopaxi (UTC), using interviews for people who work in TV MICC and Barricada TV, and an observation paper that had been applying at evaluating and comparing different organizational and content aspects in both media. This motivated that among the main results the idea of conceiving a community communication medium as the main tool of struggle of different social sectors, having as axis the development of the debate emphasized. This makes it possible to point out that among the main conclusions it is determined that the community, alternative and popular media seek the social inclusion and the appropriation of communication spaces by social sectors, communities or Groups, where they can exercise their right to communicate and receive information in an egalitarian and equitable manner, without distinction of any kind. This researching project can contribute to the scientific academic debate on the role of Community media today, taking into account the reality of two different countries, such as Argentina and Ecuador. Considering as the object of study to the television experiences since their conformations, and how they have managed to stay in time, despite the limitations presented.
