Estos deben dar soporte al gobierno en su gestión, para satisfacer eficientemente la demanda de los ciudadanos y legitimar su liderazgo en el ejercicio pleno de un mandato democrático, y de esta manera liderar las políticas públicas que permitan mejorar la calidad de vida de los habitantes del territorio.es_ES
