The proposal planned try about a Methodological model of Evaluation in the polyvalent system in order get an interest in the teaching-learning process in the English of the "Luis Fernando Ruiz "high school of Latacunga city, Cotopaxi Province. The points that we will use in our investigative work are supported in the necessity to obtain a dynamic evaluation at the moment to evaluate students. We count with useful and applied instruments which allowed to collect the substantial information, also we analysis the results which are represented in charts and bar graphs with them we deduce some conclusions, which helped us to detect the Evaluative Process weakness in the Polivalente System. We consider this aspect as main point in the Teaching- Learning Process; we established that is necessary to elaborate this proposal as an alternative with new and modem techniques of evaluation which get significant learning in the second years of the Polyvalent Bachelor's degree, in the Secretarial Accounting of the Feminine Technical "Luis Fernando Ruiz" High School of Latacunga. Also the evaluation process in the Polyvalent system, It must be applied in appropriate way by English Teachers, who should use more innovative, motivate and creative techniques of evaluation.

In the first chapter we have the utilization of audiovisual, used techniques, their importance, the audiovisual materials that we need to develop the class and description on each one of them. In the second chapter we presented an analysis of each one of the interviews and carried out surveys. In the surveys of the teachers present an acceptance in the utilization of new materials like it is the computer. In the interviews from the directive of some Institutes of the city allow us more once to check than in the English's area there are deficiencies and is necessary to capture the attention of the sutudent of a loud way. So, in our third chapter we detailed our proposal, it is the utilization of a new audiovisual technique in order to be used in the laboratories, through the utilization of a computer, and we could combine it with the Infocus and of this manner to achieve an Inter-learning student teacher, all this is possible with imagination.

Evaluation involves a series of constituent elements that, when applied technically, bring it closer to the truth of a reality. This research work aims to evaluate the development of communication skills in English, since there is no practical application of the language in real situations; To this end, the different definitions, types, agents and moments of evaluation are detailed, as well as the techniques and instruments used by the evaluation process to issue a value judgment. To achieve this effect, the aforementioned proposal was based on qualitative research, the applicability and functionality of the methods and techniques that were used allowed to obtain knowledge of the real situation. Validity and reliability were determined under the support of the instruments that were applied.

In the same way, the specific objectives were how to found in a theoretical form a Didactic resource Guide, and to propose the correct use of the Didactic Resources that will facilitate the teaching leaming of the English Language in the "Bolivariano" Private Educational Center. The theoretical part is based on the information about: English, technical English, pedagogy, psychology required for the elaboration of the text that has served as support developing this thesis. he main objective that guided this investigative process was: To design a technical English text for the students of second and third course of the electricity speciality of the Technical "Pujilí" secondary school. The results of the search apply to teachers and students of the institution before said, demonstrate the necessity of create a text of a technical nature that help to improve the academic profile of future graduates and give better job opportunities. The work is focused on the development of the abilities necessary to learn a foreign language, considering several methods, techniques and activities that education requires currently, which will allow the students to take part in the professional field. One of the major objectives of the proposal is to improve Technical English teaching which undoable will reinforce the educational system at the "Ramón Barba Naranjo" Technological Institute, optimizing the quality of education that is given in such institution. The proposal is based on the elaboration of a Teaching Guide and the design of An Annual Teaching Plan as helping tools for teachers as well for students, which will meet their expectations, needs of objectives. It contains data related to the results obtained from the research such data constitutes the corner stone of the present work.

Our investigation refers techniques like observation and analyses that they are used to translate texts, literary or technical paragraphs; we must put a lot of emphasis in the technical translation where there are problems and is in this place where the mention techniques help us to find the more proper solution. We to mention, there isn't any ruler for doing a technical or literary translation, but if we must give importance to the use of basis aspects such as: grammar structures, synonyms and so on when the translation is written, in the same way we have to take in account stress, intonation, dialect etc. when the translation is oral, all these steps must be analyzed careful and in a methodical way for a successful translation. Also, we have to analyze carefully the steps to follow for doing a translation, so that these have logical sequence for obtaining a good job, another aspects that must take in account are correct use of the native language with all of the characteristics. Our contribution is guided to English teachers and students of Technical University of Cotopaxi so that the translation process will carry in a single and good results, we can propose real solutions through theorical bases in a clear and simple language, according to the translator necessities

The workers who are immersed in the daily communication do not have an extensive knowledge of technical vocabulary, phrases, expressions and abbreviations used in the process of negotiation of the cut fresh flowers at Azeriflores Farm. So, there was a quite difficulty in communication to understand foreign people. The most important point in this researching work was to contribute with a communicative guide that improved workers knowledge in English so, the negotiations increased as well as the rentability and the profits for the company. Furthermore, the research work took into account the skills that the staff needed to improve in the company. Knowing the English as a second language, so, it's necessary for the workers to have a good communication with the costumers in the process of the negotiations of the cut fresh flowers. This motivated to develop the Communicative Guide. This research work has technical vocabulary, expressions, phrases and abbreviations used in the business flowers to keep a good relationship with the foreign costumers getting excellent results for the sales department and in general with good profits for the company. Finally, the personal of the company took advantages about the correct way of communication with the help of the guide. Each time the staff used this communicative guide. They practice and improve their knowledge and their communication became better. It helped to do the business flower process much more easily, effectively and efficient

It is the reason that the Education and Cultural Ministry, in 2000 year put in validity a Ministerial Agreement in which the load schedule was increased for so much English learning for the years of basic education in high school, also that it ratifies the obligatory experimental application of the texts Our World Trough English (Our World through English), for the study of English subject. Furthermore, these reformations have not cooperated to the improvement of the learning English language, being one of the subjects that for the student is difficult for the strategies that the teachers use for their teaching, being need that methodologies that allow a significant learning for the student that bears to the improvement of the quality educational position.

It is also the procedure determined to order the activity that is to be carried out. Hence, in Logic, method is defined as the shortest way to reach the truth. "The method accompanies all knowledge that pretends to go beyond vulgar experience. The method gives knowledge its firmness, its coherence, its validity, it is like its organizing principle and its guarantee. But to achieve these ends, the method has to be analyzed and substantiated."

The countryside sometimes gives a feeling of loneliness, of disintegration, of an incipient and weak community; Meanwhile, the city offers a picture of compactness, unity and close and vigorous social relations. There is greater heterogeneity here, but supported by a more definite sense of collaboration, than in the countryside, where the traits of individualism are more visible and common, and where climatic factors and the biological roots of the species have determined characteristic types that easily denounce their origin and the environment from which they come. The passage of four centuries of miscegenation has not been able to close the gaps between the two main cultures rooted in the territory, with the lines of separation being greater in the Andean Region and the East, where the white, in the function of master and conqueror, and the peasant in the plane of servant and conquered, remained apart from the Spaniards.

These changes demand for a conceptual transformation and evidence in the teaching learning process, which should stimulate students way of thinking, so that they are able to show different strategies of knowledge, especially in the English subject. The educational reality asks for higher levels of competitively, which are shown that the educational quality is found in the pedagogical and teaching processes in each one of the study fields and subject. This encourages to do a research at the language school in the English subject at ITSA. The selection of the theme is because it is part of the institution, which motivated to make the present research in order to improve teachers selection system, due to the fact that, currently, it is lacking a way of hiring teachers that work at the Aeronautics Technological Superior Institute of Latacunga. The proposal is a warranty for the renewal of the contracts according to the performance, responsibility and accomplishment.
