After analyzing the current teaching situation at this level, we believe it is important to include in this work some theoretical content that will guide preschool education, such as its conceptualization, characteristics, developmental profile, the setting in which it develops, play activities as a motivation for the senses, and their effects. It also includes the teaching of the English language, with the characteristics of its skills, methods, techniques, and activities conducive to learning it.

In chapter one, we refer to the concepts about teacher, professor and master. We determine the characteristics of the tradictional and progressive teacher. After, we refer to the English teacher and conclude with orientations to manage the teaching-learning proceess of the English language.

In the first chapter we have the utilization of audiovisual, used techniques, their importance, the audiovisual materials that we need to develop the class and description on each one of them. In the second chapter we presented an analysis of each one of the interviews and carried out surveys. In the surveys of the teachers present an acceptance in the utilization of new materials like it is the computer. In the interviews from the directive of some Institutes of the city allow us more once to check than in the English's area there are deficiencies and is necessary to capture the attention of the sutudent of a loud way. So, in our third chapter we detailed our proposal, it is the utilization of a new audiovisual technique in order to be used in the laboratories, through the utilization of a computer, and we could combine it with the Infocus and of this manner to achieve an Inter-learning student teacher, all this is possible with imagination.

We should remember that the evaluation is not only to put score to the students also to the teachers, institutions, books, methods techniques and parents. Finally, to practice a correct educative evaluation, teachers and students should to know the responsabilities to take decisions and of this maner, we can to have a good results in the educative process.

The person who considers study, intellectual work as an imposition, that person lacks motivation for study and therefore his lack of interest prevents him from starting his task well and finally achieving the desired success. The English language is a universal language so necessary in the current era due to the advancement of science and technology, whose treaties are written in this language; therefore from the first years of schooling the child must learn it, take interest in speaking it and it is the teacher's job to find the best motivational strategies to awaken the interest in the students to learn this language.

As teacher is our duty motivate and increase the reading and writing skills through activities to can interested students to read and write, establish activities according with real life. Here we suggest techniques and activities like: Jigsaws, Word in context, Skimming, Scanning, Predicting, Inference, and the Scientific Method to develop reading. And we also suggest work with Copying, Dictation, Linking and Summarize as techniques to help students to develop their weakness

The countryside sometimes gives a feeling of loneliness, of disintegration, of an incipient and weak community; Meanwhile, the city offers a picture of compactness, unity and close and vigorous social relations. There is greater heterogeneity here, but supported by a more definite sense of collaboration, than in the countryside, where the traits of individualism are more visible and common, and where climatic factors and the biological roots of the species have determined characteristic types that easily denounce their origin and the environment from which they come. We have believed to importance realize a bibliographic study to the new alternative didactic resources, taking as base certain foundations such as: Methods and techniques teaching, characteristics and kinds of didactics resources, the principal basis of manufacturing, the tools for the design, elements and basic materials of elaboration, as also the evaluation and procedures of use and care to themselves. Besides we have included technical aspects and linguistics of the reform, the curriculum implications, teachers' role, learner and instructional material as also their parameters for better his role joined with the development in motivation activities and evaluation according with the factors, objectives and development rhythm of the student.

It was possible to determine that the Teachers in the mentioned Institution use the text of the CRADLE Project like the only didactic material and they just worry about completing all the activities described there without providing the students a clear explanation on how to do them. Therefore, it becomes a titanic task and the student in such a situation of not knowing how to complete them at home looks.

The proposal planned try about a Methodological model of Evaluation in the polyvalent system in order get an interest in the teaching-learning process in the English of the "Luis Fernando Ruiz "high school of Latacunga city, Cotopaxi Province. The points that we will use in our investigative work are supported in the necessity to obtain a dynamic evaluation at the moment to evaluate students. We count with useful and applied instruments which allowed to collect the substantial information, also we analysis the results which are represented in charts and bar graphs with them we deduce some conclusions, which helped us to detect the Evaluative Process weakness in the Polivalente System. We consider this aspect as main point in the Teaching- Learning Process; we established that is necessary to elaborate this proposal as an alternative with new and modem techniques of evaluation which get significant learning in the second years of the Polyvalent Bachelor's degree, in the Secretarial Accounting of the Feminine Technical "Luis Fernando Ruiz" High School of Latacunga. Also the evaluation process in the Polyvalent system, It must be applied in appropriate way by English Teachers, who should use more innovative, motivate and creative techniques of evaluation.

"The method accompanies all knowledge that pretends to go beyond vulgar experience. The method gives knowledge its firmness, its coherence, its validity, it is like its organizing principle and its guarantee. But to achieve these ends, the method has to be analyzed and substantiated."

The professional Profile is a very important aspect, therefore there is the necessity of design an appropriate professional profile, that the student will have when he will finish his studies, besides it permits to obtain information about knowledges, skills, capacities, attitudes, aptitudes, methodology and creativity that student should manage in the educative aspects. The Professional Profile is a significant aspect, because nowadays the education requires teachers that are compromised with the institution, like a leader in his professional field, with vocation, with practical experience, with a solid scientific and didactics formation, so that of this way the society can obtain a teacher of excellence, efficacy, efficiency; with this the problem takes importance, so the obtained results will help to take decisions to increase the English Language teaching, it will permit that the new teacher does not have difficulties in his area of work.
